Rick de la Torre

Rick de la Torre is a retired CIA operations officer and the founder of Tower Strategy, LLC. Over a 25-year career spanning intelligence, diplomacy, and international business, he led complex global operations and advised senior U.S. policymakers on national security, trade, and geopolitical risk. His work at the CIA’s Directorate of Operations and earlier service with the U.S. Department of State centered on counterterrorism, cyber and AI proliferation, and foreign-policy development across multiple continents.

Before his government service, Mr. de la Torre served as CEO of Grupo Dexxar, directing multinational operations in Europe, Asia, and the Americas, and held senior roles at Hewlett Packard, EDS, and Amphenol. Fluent in Spanish and experienced in international markets, he now leads Tower Strategy’s federal lobbying and strategic-advisory practice, helping corporations and investors navigate the intersection of U.S. policy, commerce, and national security worldwide.
