Cesar Dager, Esq.

Cesar Dager is an Associate Partner at Tower Strategy with experience spanning government affairs, public policy, strategic communications, and complex political and regulatory environments across the United States and Latin America.

Mr. Dager previously served on the U.S. Senate Judiciary Committee under Senator Chuck Grassley, where he supported the Civil and Criminal Units through policy research, legislative analysis, and investigative support. He also served in both the Washington and Florida offices of Senator Marco Rubio, supporting legislative operations, constituent engagement, and strategic communications on a broad range of domestic and international issues.

His background provides Tower Strategy additional depth in Latin American affairs, particularly regarding Venezuela, regional political transitions, sanctions policy, and U.S. engagement across the hemisphere.

Mr. Dager earned his Juris Doctor from Georgetown University Law Center, where he served as Senior Executive Editor of the Georgetown Immigration Law Journal. He earned his Bachelor of Arts in Political Science, magna cum laude, from the University of Florida. He is a native Spanish speaker.
