Art Estopiñán

Art Estopiñán is a Partner at Tower Strategy with more than three decades of experience spanning the U.S. Congress, international public affairs, and private-sector government relations. He served for 27 years on Capitol Hill, including as Chief of Staff and senior advisor to Congresswoman Ileana Ros-Lehtinen, Chairman Emeritus of the House Foreign Affairs Committee, where he advised on foreign affairs legislation and worked closely with House and Senate leadership across both parties.

Mr. Estopiñán brings deep experience in international relations, trade, and market access, with firsthand engagement across Latin America, Europe, the Middle East, and the Indo-Pacific. He represented Congress in official delegations to more than twenty countries and played a key role in advancing U.S. policy priorities affecting cross-border investment, supply chains, and commercial partnerships.

Before joining Tower Strategy, he founded and led advisory firms focused on government relations, public advocacy, and business development. He advises companies and investors on congressional engagement, regulatory navigation, and international expansion strategies, drawing on decades of senior-level government experience and a global network of political, diplomatic, and business leaders.
